The provisions concerning the EU civil service are set out in the
European Communities’ Staff Regulations
. Article 1 stipulates that, for this purpose, the EDPS is treated as an institution of the Communities. In practice, that means that EDPS staff are subject to the rights and obligations of the Staff Regulations, and that
recruitment
to the EDPS follows the procedures laid down in them.
In addition to statutory staff, programs for
national experts
and
trainees
provide much valued assistance on a temporary basis.
