Der Begriff Interoperabilität bezieht sich auf die Funktion von Informationssystemen, Daten auszutauschen und die Weitergabe von Informationen zu ermöglichen. Auf EU-Ebene wurden mehrere große Datenbanken für die Bereiche Migration, Asyl und innere Sicherheit eingerichtet. Diese Datenbanken enthalten Informationen über Personen. Es wurden Vorstöße unternommen, um zu ermitteln und zu erarbeiten, wo und wie diese Systeme miteinander kommunizieren und Informationen austauschen können. Jedes dieser Systeme wurde für einen bestimmten Zweck entwickelt. Gemäß den wesentlichen Datenschutzgrundsätzen darf die Interoperabilität nicht dazu führen, dass über ein anderes Informationssystem auf Daten zugegriffen wird oder Daten genutzt werden oder dass Zugang zu mehr Daten gewährt wird, als notwendig.
